JMCenterLayer v.2.0
The JM Slide Open Window GoLive Action will allow you to center a layer <div> both horizontally and vertically. You can scale and style the layer normaly as you want it to be, in the CSS inspector. The centered layer will always be position relative, even if set to others in the CSS.

IE5.1mac will normally on resize, use the old size of the layer/window, and will first take the new size, the next time you resize the window. So take care of the bug IE5.1mac will instead of resizing, reload the page. (frome the browser cache).
